It's a deliciously random phrase that is found on various online forums, when people are saying things that don't make any sense (see Urban Dictionary definition). The typical usage includes the saying: "I have no idea what you're talking about, so here's a picture of a bunny with a pancake on it's head."
Followed, of course, by a picture of said bunny. I can't remember where I found the animated gif, but it's a classic in its own right.

Actually, no I haven't experienced it recently; it just popped to mind when I thought about a certain SOL that now doesn't allow commenting, and while their posts are still hysterical and paranoid, the lack of comments from their rabid supporters means that all has been quiet on the blogging front (and what a relief that's been).
I kinda liked the gif of the two yellow guys clubbing each other, too, but it's not as random and therefore useful as the bunny with the pancake on it's head.
